The Chief Operating Officer (COO) was responsible for Programme Management activities and the transition from the Games-planning phase when they were focusing largely on Functional Areas, to the Games delivery phase where they focused on venues, procurement and third parties. The COO reported to the Chief Executive Officer and was responsible for the day-to-day management of M2002.
