The Council for Soviet Jewry was set up in 1971 to co-ordinate activities on behalf of Soviet Jewry in Manchester, under the auspices of the Manchester Jewish Communal Council. Key figures in its establishment were Leslie Donn, Hymie Gouldman, and Aubrey Erstling. Unlike the '35 group', the Council for Soviet Jewry sought to campaign for Soviet Jews within the establishment (e.g. MPs etc.) rather than use demonstrations.
