The City Treasurer and the City Treasurers Department advise the Finance Committee and the City Council on matters affecting the income and expenditure and the general financial position of the City Council. Among other duties of the department are the valuation of property for rating purposes [currently Council Tax] and its collection, the registration of stock and mortgages, the management and control of the loan debt, the payment of accounts, salaries and wages, accounting, supervision of the expenditure of committees and internal audit.
This collection consists of records relating to the raising of mortgages and stock and a few correspondence files.
Mortgages: Where a local authority are authorised to borrow money they may raise the money by mortgage. A mortgage is created by deed in a form prescribed by regulations. The deed may provide for repayment by fixed or variable instalments or by a lump sum at the end of a specific period. Mortgages can be obtained from various sources e.g. from private individuals, from building societies or from the Public Works Loans Board etc.
