(In 1904 Harry E. Gaddum, Hon. Sec. of the D.P.S., began the registration of cases for many charitable institutions to prevent overlapping. This became a separate body in 1912 called the Mutual Registration Council. From 1925 to 1958, it was operated by the Council of Social Service, but in 1958 it rejoined the D.P.S. under its new name of the Family Welfare Association).
