Created in 1969 as an independent charity from the Police Court Mission and the Temperance Society to promote work within the diocese of Manchester in the areas of drug and alcohol addiction and probation services. It ran the Parkfield Hostel in Timperley a voluntary probation hostel, supported by Home Office grant aid, until 1992. During the 1980s the Council worked with the Manpower Services Commission offering work and training within the Community programme. Limited liability companies were formed that went into liquidation in June 1989 when the Training Commission withdrew its support. Records of the Trustees operating the CSA as a grant-making body following the sale of Parkfield Hostels are at M629/1/22/4/5.
