Thinks Milner Gibson as M.P. for Manchester should present petition. More of the Manchester Committee should have been in London to promote the Bill. The lack of them presented 'a remarkable contrast to the activity and energy of the Local party, for the Dean, Mr. Richson, Mr. Peel and several others', were there to promote theirs.
