Does not agree with Dr. Hodgson's idea of omitting the extracts. They are bound in good faith to maintain such an essential part of the old 'Plan'. It is to the Lancashire 'Plan' that public support has been given. In London they are in the same position as in 1847 in Manchester and so should not be over confident. Does not think it should be stated that persons receiving outdoor relief should have to attend schools for fear of connecting their school plans with the unpopular poor law.
