Must get the support of the people of Manchester and Salford for the Association's Scheme. The support of himself and other non-local men will carry no weight in parliament if the local population show opposition to the scheme. Their rivals are going to try and get a private Act passed and if they mean to oppose it they must show that public feeling is against it.
