The Manchester and Salford Port Authority was constituted by an Order of the Local Government Board on the 4th September 1896. The Order came into operation on 1st December of that year. Article 10 of the Order defined the jusidiction of the Port Sanitary Authority as extending the whole of the Port of Manchester together with water moorings of ships under any regulations for the prevention of the spread of diseases. Every ship or vessel within the limits of the Port were treated in the same manner.
