The North West Electricity Consultative Council was established in 1948 under the Electricity Act 1947 and the nationalisation of the electricity industry. This Council and the other Consultative Councils established were set up as consumer councils. Under the Electricity Act 1989 the industry was privatised and the Consultative Councils were abolished and replaced with Electricity Consumer Committees.
