Blackley, in the parish of' Manchester, was a separate township with its own parochial officials under the Manchester churchwardens. In 1890 it was incorporated in Manchester. For poor law purposes it was in the Manchester Union from 1841-1850 was a member of the newly formed Prestwich Union from 1850-1896, being merged with other townships into the township of North Manchester in 1896.
