Wolf was born in 1899 in Manchester. His father was a tailor from Mavionpol. Wolf went into the waterproofing trade on leaving school and was called up into the army in 1917. The family lived in Moreton Street; then Howarth Street and then, until 1917, Trafalgar Street. In 1921 Wolf became interested in left wing politics and joined the North Salford Labour Party. In 1924 he joined the Workers circle and County Forum.
