Joe was born in 1896 in Lord Street, Cheetham to Jewish immigrant parents from Mem Tel. They emigrated to Manchester in the 1880s. His father was a shoe repairer. The family lived in Lord Street until 1928 when they moved to Blackley. Joe attended Waterloo Road school, and then became a schmeerer.
