Cecil Franks, a Manchester solicitor, joined the Labour Party in 1952 and was elected as a Labour councillor to Salford City Council in 1960, where he joined his father, also a Labour councillor in Salford. Cecil alleged that he was dropped as a result of a plot by representatives at the AEU; Franks appealled successfully to Transport House in April 1964 and then joined the Conservative Party in July 1965. Franks was adopted as a Tory candidate for Salford City Council in October 1965 and was elected to the following local council positions: Leader of Salford City Council 1968-1972; leader of Conservatives on Salford City Council, 1968-1974; Salford City Labour councillor, 1960-1964; on North West Regional Health Authority, 1973-1975. Franks was elected to Manchester City Council in May 1975 and served as leader of the Conservative Party on Manchester City Council between 1979 and 1983; a councillor 1975-1984; Tory Alderman 1967-1974; leader of Manchester City Council 1968-1972. Franks was elected as Conservative Member of Parliament for the Barrow constituency in 1983 and held the seat until 1992. In his own words Cecil Franks was 'Left of centre socially but on the right when it comes to economics'. Cecil Franks died in 2014.

Arrangement:The collection is arranged into thick plastic wallets from 1983-1992, one for each year when Cecil was an MP. Each file contains 'A year in the life' - a collection of political and personal papers which shows many aspects of Cecil's life. There are also two box files which contain papers relating to Cecil's father, George, who was a Labour councillor in Salford from 1945 until the mid 1960s.Old Accession Number: 2015/57 2016/22
