Starts with the election of differing numbers of Commissioners for each police district, followed by a general meeting on 11 Sep. 1828 at which an Improvement Committee and a Provisional Committee were appointed, as well as new gas directors and auditors. This provisional committee in its second report on 14 Oct. 1828 advised on the future constitution and duties of committees of the Commissioners. Thus the Finance Committee, the Accounts Committee, the Watch Nuisance and Hackney Coach Committee and the Lamp, Scavenging, Fire Engine and Main Sewer Committees came into being. With index
