File contains a certificate from the Chief Constables Office, giving the Refuge permission to place boys in various positions in the city streets as Shoe Blacks. This was signed by the Chief Constable Robert Peacock. The Refuge had first gained permission for this work on the 1st February 1870 occuping twelve stands.
