M2002 Ltd was established in August 1996 as the company to deliver the Manchester 2002 Commonwealth Games (Company Number 03150364).
M2002 Ltd worked alongside three types of key partners to produce the Games, Strategic & Funding Stakeholders, Operational Stakeholders and Regional Stakeholders.
In June 2001 a formal tripartite funding agreement was made between The Government's Department for Culture, Media & sport, sport England and Manchester City Council. Here a strong financial and strategic foundation was laid which had the expertise and funding to stage a successful Games.
The M2002 ltd company structure was geared towards delivery of the games and as such was able to develop throughout the planning and delivery stages of the Games preparation. It is therefore difficult to give a definitive structure for the company. The structure implied by the organisation of this collection is merely a snapshot of the structure of the company. However it is true to say that the company was always divided into Operational Areas dealing with all aspects of the planning and implementation of the games, each on of these Operation Areas were then further divided into Functional Areas which covered a more specialised aspect of the games planning and delivery.
The build up to the Games and the organisational structure of M2002 Ltd was split into distinct phases.
1. 1996 - 2000 Strategic planning stage .
This saw the appointment of Directors to the Company. The Planning of the Games was centred around brand development and the orientation of financial planning in this stage. The company at this stage developed a business plan and planned their commercial activities.
2. 2000 - Dec 2001
In the second phase of planning M2002 Ltd revised original plans due to the success of the Sydney Olympics. M2002 staff were sent on a fact-finding mission to Sydney, lessons they learnt there were applied to M2002's planning of the Commonwealth Games when they returned. It also gave the company the opportunity to recruit experienced staff from the Sydney Olympics to work on the Manchester Commonwealth games.
During this phase of planning Functional Area plans were produced detailing the work remit of each functional area. Each Functional Area also produced a draft policy at this stage for approval by the board.
This time also saw a rapid increase in staff numbers enabling venue teams to be set up.
The Volunteers scheme was also launched during this period, which saw great success.
3. Jan - Jul 2002 Operational & Delivery Stage
February 2002 saw the beginning of the movement of departments out to operational venues. Venue teams moved out to offices in Bessemer Street, the location of the Games warehouse and Commonwealth House. Also during this period teambuilding exercises were carried out for Executives, venue teams and functional areas. By building strong teams it enabled these teams to function as units when during Games time. For many divisions within M2002 the operational period was 13th July - 4th August 2002, beginning when teams arrived and finishing after they had left. 2 areas had longer operational times, these being Accreditation, Uniform distribution and Villages.
During this phase of planning test events were also arranged in which the organisation of the Games time venues could be tested. These test event proved to be invaluable in providing M2002 with information with which to improve venue operation during Games time.
April 2002 saw a thorough analysis of all venues and functional areas to review operational plans and establish a baseline for delivery of service. After this baseline was agreed upon, it became the baseline for all future operational plans. During May 2002 more detailed reviews were carried out with venue teams, functional areas and key constituent groups such as athletes, media and spectators This period detected issues that functional areas, venues and external delivery partners needed to address before Games
